A special election forum for Carroll County's Commissioner Candidates took place on October 20, 2010 at the Community Media Center, CMC, in Westminster. It was sponsored by the CMC, the Carroll County Times and WTTR. Wayne Carter, City Editor of the Carroll County Times, and Bob Mathers, Station Manager of WTTR Radio, were the moderators for this live and online event.

Delegates (Districts 4B, 5A, 9B) - broadband dial-up
